4-H COUNCIL MINUTES
for August 14th, 2010

Meeting called to order by Melba Riel at 1:20 pm.

Those in attendance: Melba Riel, Corinne Olsen, Karen Poe, Anita Raddatz, Ron Poe, Ron Poe, Jr., Cheryl Bartholomew, Alexia Bost, Anita Raddatz

Minutes of July meeting approved unanimously with Motion 1-Corinne and Motion 2-Cheryl.
Minutes of Nov. meeting approved unanimously with Motion 1-Ron and Motion 2-Karen.

1. Reports:

a. Financial Report- Anita presented current report.

b. Nominations: Karen voted in unanimously for President of the coming year. Melba voted in unanimously for Secretary of the 4-H Council for the coming year.

c. YLT/Ambassadors Report- Cheryl
1. Service-braille books almost done. Tied a 2nd baby quilt.
2. Ambassador chosen were notified. Voted on leadership for YLT. Ice breakers: Samantha & Cody, Photographer: Dylan, President: Brent Watson, Pres. Elect: Brandon Hveem, Sec: Sarah Bartholomew, Calling Chair: Ron Poe, Treasurer: Steven Olsen, Service Project Chair: Erin Pipes, Promotion/Parade Chair: Daina Taylor. Will induct ambassadors at Achievement Night.
3. TRY TEAMS: State will train space TRY teams but county will do the rest of the training. The kids will teach the workshops. They are required to teach 3 separate rotations during a workshop. They are supposed to tell Cheryl which month they would like to teach in. Water quality specialists are coming for the Nov. workshop. There will be no training during TLT this year.
4. Parades- Will be in fair parade.
5. Training- There will be a county training for ambassadors in August. TRY training will be in October. Karen will do earthquake training in Sept.
6. National Promotion Week- They are each making a poster for it. They are to bring it back to Cheryl in Sept.
7. National Science Experiment- Will be led by YLT members.

d. Expansion & Review Team report- Will meet in Sept.

e. County Clubs: Hooks & Needles club in Mt. Pleasant- Melba is coming to the office to register projects online for the fair

f. Promotion: Anita reported that the Centerfield office is going well.

g. Contests: State Fair needs judges for Sept. 3rd. Need to let them know by August 27th. They will provide lunch.

h. Website update: Anita reported that she has been adding and changing and the site is not that different.

2. Current business:
a. Workshops:

Sept. 11th- We do not have to do anything for this but will encourage 4-H members to go to it.
Will still hold YLT at 11am on that day.

b. Scholarship committee- 1 scholarship application came in.

c. Achievement Night: At the Ephraim Senior Citizen’s Center on Thurs., Sept. 30th at 6pm. Will hold silent auction like last year. If anyone has items to donate, let Cheryl know.

d. Horse Show concessions: Made over $100 in profit.

e. Sanpete County Fair: Special contests and farmers market available. Anita has received 3 phone calls on the farmers market. If you enter your item in the special contests, you enter the item twice. Once in the lot and once in the contest. You should have two labels for the same entry.

for July 10th , 2010

Minutes of June meeting approved unanimously with Motion 1-Anita and Motion 2-Cheryl.

1. Reports:

a. Financial Report- Didn’t have one to show.

b. YLT/Ambassadors Report- Cheryl/Sarah/Karen
1. Service-braille books almost done. The kids need to finalize the books and write the words out above the foam pictures. Tied a baby quilt and will tie one next month.
2. Ambassador applications due July 15th.
3. TRY TEAMS: Robotics day camp went well. Lotions and Potions finished in May. Recharge finished today. There will be a Space TRY team available next year that requires training with the state. The county will be responsible to do the training with the other TRY teams.
4. Parades- County Ambassadors will be responsible for the schedule next year. Not doing Lamb Days but will be doing the 24th of July in Mayfield and the county fair parade on August 28th. 5 kids did the Gunnison parade on July 4th.
5. Training- There will be a county training for ambassadors in August. The Region & County Ambassadors will be responsible for National Promotion Week. Officers for YLT will be elected from the ambassadors and will serve a 6 month term and then new officers will be elected.

c. Expansion & Review Team report- Have a committee but it hasn’t met yet.

d. County Clubs: Hooks & Needles club in Mt. Pleasant- Mt. Pleasant on hiatus. Ephraim club added one girl. Have not met for 2 weeks but should meet this week.
GPS- Chad is redoing the maps. They got ruined.

Scrapbook club- Cheryl
Summer camp on July 21st-22nd or July 28-29th. 7 scrapbook pages for $15.

Media project-Anita/Cheryl
Ron is the only one who has done it so far.

Audiocast- Anita
Had to stop early because visitors were distracting group. Will start again in September.

Special Needs Craft Club: Steven/Corinne
Done and will put items in the fair. Went well.

e. Promotion: Anita reported that the website has been advertised in the e-news. Anita started Thursday providing hours in an office in Centerfield. 2 people came in and were very excited to have her there.

f. Contests:

June 19th- 4-H Cooking Contests (Ron was the only one who participated)

g. Website update: Anita reported that pages have been added to the website and more to come this week.

2. Current business:
a. Workshops:

August 14th- Create for Fair (Thrift Sewing)/TRY Science-Melba
9-11am, for all ages, Room 119, bring own sewing machine if you want to
Nannette Watson will be teaching how to make a stuffed volleyball or 9-patch pillow
Melba will be teaching how to make a coin purse, hot pads, long strap satchel, sit upon, & a pocket knife holder. Melba and Anita visited a thrift store to prepare for this workshop. $100 approved unanimously (Motion1- Corinne, Motion 2- Karen)

Sept. 11th- Aerospace activities at Fly-in at Mt. Pleasant airport
Mr. Fullmer will let Anita know what they want us to do.

b. Scholarship committee- Due August 2nd. It is on the website.

c. Achievement Night: Cheryl said that we are doing it at the Ephraim Senior Citizen’s Center on Thurs., Sept. 30th at 6pm.

d. JYC: Earned $5451.86, Spent $3241.78. Made more even though less people came. Cheryl was commended for a job well done. The concessions at the horse show went well and the proceeds will go toward the achievement night budget.

1. Reports:

a. Financial Report- Cheryl showed us the financial report.

b. YLT/Ambassadors Report- Cheryl/Sarah/Karen

1. Service-braille books almost done. There are 19 books.

Yard Sale went well. They earned just over $50 for the food bank.

Other service ideas that YLT talked about: Adopt a Highway (Eli checking into it), Tie a quilt and donate to hospital for babies (Anita will possibly donate the batting), clean up after ball games.

2. TRY TEAMS: Recharge did a workshop today and it went well. They have one more to go. The Robotics camp went well. There were 19 participants. The science TRY team will do some classes at the same time as Melba’s sewing workshop.

3. Parades- YLT members voted on using $50/parade for candy.

c. Expansion & Review Team report- Nothing to report/Anita not here

d. County Clubs: Hooks & Needles club in Mt. Pleasant- A little topsy turvy right now, may not finish items for the fair but may have projects finished from last year.

Fingers on Fire club at Hveems- on Wed. at 2:00pm

GPS- Anita needs to call and get update. They finished mapping the hydrants on the computer. They have to be printed.

c. Achievement Night: Cheryl said that we are doing it at the Ephraim Senior Citizen’s Center on Thurs., Sept. 30^th at 6pm. Make forms available there.

d. JYC: Gandolfo’s is doing the sack lunches (sandwiches are 2 inches shorter), Pizza Gallery is doing the pizzas. Wheelers, Manti Grocery, Kent’s, Maverick, Terrel’s, Gunnison Market, etc. were invited to bid on providing the food. Wheelers and Kent’s are the only ones to respond so far. We are doing the same basic menu as last year. Homemade rootbeer with the pizza.

1. Service-braille books will take one another month and hopefully be done. Karen will email Federation for the Blind to tell them.

2. Teen retreat- Corinne Olsen reported on the activities they did and felt that it was a good retreat. Brent Watson, Calan Olsen, Corinne & Steven Olsen, Sarah & Cheryl Bartholomew, and Brent Watson’s friend attended.

3. TRY TEAMS: Robotics will stay in June. Calan will work with science club at school to get his hours.

4. Training- Given training on minute taking and reporting.

5. Ambassador dates: Sept. 1^st will be the date that new ambassadors are chosen in Sanpete County and they will start in October.

for Feb. 13, 2010

Meeting called to order by Melba Riel at 1:29 pm.

Minutes of Jan. meeting approved unanimously with Motion 1-Karen and Motion 2-Corinne.

1. Reports:

a. Financial Report- Anita handed out current balances. Scholarship Fund will now be listed on separate page so it is available to scholarship committee.

b. YLT/Ambassadors Report- Cheryl
1. Service-braille books will take one more month and they will be done.
2. Ambassador meetings: Feb. 20th, March 12-13th (teen retreat)
Need to provide skit bag of 20 items for teen retreat.
3. TRY TEAMS: Science Palooza workshop today. 15 kids attended.
Workshop during retreat will still be held because they are not attending retreat. Brent will do his class during the Lotions and Potions month.
4. Training- Given training on minute taking and reporting.
5. Ambassador dates: Sept. 1st will be the date that new ambassadors are chosen in Sanpete County and they will start in October.

c. Expansion & Review Team report- The state did not want us to do a survey again. They want a committee to be able to converse about the items. There is a minimum of 1 meeting required per year. Staff & key volunteers meet with the expansion & review team and provide knowledge and experience. They need to consider everything this team comes up with but doesn’t have to do it. We need to use word of mouth to find people that should serve on this committee. There will be two people from each council. Voted unanimously for Melba Riel and Karen Poe (Motion 1-Corinne, Motion 2-Cheryl) to serve on the expansion & review team from this council. After team is formed from the councils, they will look at the demographics and see if they need to add others from the community.

d. County Clubs: Hooks & Needles club in Mt. Pleasant- doing embroidery and needlepoint.
Fingers on Fire club at Hveems on Wed’s at 3:30pm (crochet-4 members)
GPS- Karen (GPS service project done)
Chad will do the map.

Media project-1 group expressed interest.

Audiocast- They interviewed Anita today.

e. Promotion: More signs are coming from Logan. Anita is on the radio once a month. Channel 10 runs videos created by Anita. You can also watch them on you tube and the USU website. There are 66 videos that are each 8 minutes long.

for January 9th, 2010

1. Reports:

a. Financial Report- Anita handed out current balances.

1. Service-braille books started but not bound yet.
2. Ambassador meetings: Jan. 18th, Feb. 20th, March 12-13th (teen retreat)
3. TRY TEAMS: Fun, Food, & Fitness TRY teams did workshop today.
4. Training- Given training in portfolios.
5. Leadermete-May attend Space Camp portion of it.

c. Expansion & Review Team report- This committee serves more than one time a year and it looks at demographics, data, and project areas. It is made up of adults: 1 from a non-profit organization, 1 from a business, 1 from a youth organization, people from different ethnic groups, home school rep., and special needs rep. Surveys are not enough anymore. Anita suggested that we have each council (4-H, Livestock, Horse, & Pets) bring one outside person to this meeting. Will discuss further. Goal is to have at least one meeting by September. Karen Poe says that she fits 3 of these groups. Corinne also suggested calling Sanpete Community Training to find a representative from there. Maybe Los Amigos could be the business. They have been very supportive of 4-H. Other suggestions: high school counselors, JoAnn Hermansen, Yvonne Williams.

d. County Clubs: Needlework-3 doing embroidery. Crochet at Hveems on Wed’s at 3:30pm

Scrapbooking- Cheryl not available to report.

GPS- Karen/Chad
Our county chosen for National survey. Survey will be done online by GPS club members. There will be a permission slip for parents to sign. The Spring City fire hydrant project still needs to be finished. Karen Poe will help the kids finish it on the 3rd Saturday of Jan. There are about 12 fire hydrants that are not included on the current map. First survey has to be done by Jan. 22nd . There are 2 surveys: how to use the GPS’s and the community service part of it. We will present the map to Spring City in February council meeting. Anita has to report what was done during the project to the grant. The other one due in February.

Media project- Anita starting a radio club with those who attended the public speaking workshop today.

e. Promotion: Melba suggested that parade floats show more about what 4-H does.

f. Contests: Cheryl looking for locations for contests but everyone is charging. Anita suggested that maybe we could offer doing a service project in exchange for using a building.

Suggestions: Add impromptu speaking and County/Region ambassadors, Change point to 15-19 Bronze, 20-24 Silver, 25+Gold for Intermediate. 12- 14 Bronze, 15-17 Silver, and 18+Gold for Junior. The points stay the same as last years for Senior division. There will not be a separate ambassador point card.
Next years dates for end of year awards: 1st Friday in October

d. Leadermete- March 31st-April 2nd. Location: Utah County Administration Building, Provo. 149 workshops offered. Theme: Take the Lead. $55 early bird registration open Jan. 1st. Late registration after Feb. 28th for $75/person. Anita and Cheryl are presenting Portfolios, Public Speaking, & Media Project. Marriott hotel rooms for $70-90/night. Exec. November 13 2009
Meeting called to order by President Melba Riel at 12:57 p.m.

Financial report delivered by Anita, List of 4-H Bucks to be used for regional and state 4-H events.
YLT TRY Teams make use of existing materials for workshops so the amount of funds used can cross workshops; Teens need to practice before teaching.
Parades: Ephraim Light Parade Nov 27 and Manti’s Dec 5; Cheryl will contact everyone with location and time.
Excpansion & Review Team: Anita met with Matt last Friday and will have all 3 existing councils – livestock, horse and General, and the Small animal council will be added when organized. 2 people from each Council will make up the Expansion & Review Team – all are responsible, not just General Council.
County Clubs: Fingers on Fire needlepoint in Ephraim with Melba leading. Anita will recommend to leaders to have a roll and pledge.
Media Project: Anita presented at inservice with other counties who were very interested.
Promotion: YLT parades, newspaper articles, and the newspaper insert have all happened.
County Contests: Anita has permission to use the kitchens at Snow College in 2010 on Saturdays.
Portfolios: Anita has created How-To videos for portfolios and is online, Anita had 1 boy come to portfolio class today – he took home papers to join 4-H.
2nd Saturday workshops: 34 kids attended, TRY Teens taught.
Upcoming workshop: Nanette Watson and her sister took the sewing training offered by State 4-H; they will teach a workshop in March for grades 6-12.
No April workshops because Talent Expo will be put on.
4-H Achievement Night: made approx. $50 from silent auction.
Need to revamp the 4-H Overall Achievement form.
Not enough present to vote on scholarship form.
Matt & Anita will give awards to outstanding leaders.
Possibility: give out awards at fair, particularly portfolios.

1. Reports:

a. Financial Report- Report was unavailable.

b. YLT/Ambassadors Report-
1. Service-braille books started.
2. Promotion week- Calan, Steven, and Samantha Olsen put a poster in Ephraim Elem., Manti Elem., and EMS. Some of the YLT participated in Bake And Take week. Ron Poe, Steven O., Samantha O., Calan O., Sarah Bartholomew, and Brent Watson wrote a newspaper article for the 4-H insert.
3. Ambassador meetings: Nov. 13th, Jan. 18th, Feb. 20th, March 12-13th (teen retreat)
4. TLT: Those who attended: Chelsea Black, Sarah Bartholomew, Brandon Hveem, Brent Watson, Jennifer Muller, Adeline Muller, and Saebra Muller. .
Brent reported that it was a great retreat and they received their TRY training. They have to teach 15 kids for 6 hours in the area they have been trained in. If they have received any TRY training, they may help in the other areas if they want to.
5. Parades: Manti Light Parade-11/27 at 6pm
Ephraim Light Parade-12/5 Will hand out fans and bookmarks.
6. Dec. YLT activity: They discussed what they will be doing for the assisted living center for the Christmas program. Everyone signed up for something.

c. Expansion & Review Team report- Needs a committee. Survey wasn’t done at the fair. Anita will send in email next week. Survey will concentrate more on how to market 4-H. This committee meeting is not to be done during council meeting and it should include community members from businesses, schools, etc.

d. County Clubs: Needlework-Lost 2 members but gained 1. 3 have turned in paperwork.
Scrapbooking- Sarah is going to be the youth leader. Leader is trying to catch up.

e. Promotion: Parades well accepted by other counties. Discussion on being in homecoming parades. Decided to stick with other parades and to not do homecoming parades due to the 4-H members school involvement. 4-H office has gone through rearrangement of office space. 2 signs are still coming and 1 for the window. Insert coming along.

Sanpete 4-H Council Minutes of September 12, 2009, meeting held in Room 119 on the west campus of Snow College.
Attendees: Melba Riel, Karen Poe, Anita Raddatz, Cheryl Bartholomew, Alexia Poe, & Ron Poe.
Melba called the meeting to order at 12:13.
Financial report submitted by Debbie Lambson, Treasurer, via Anita.
Appointments to officers recognized: Melba Riel, President; Karen Poe, President Elect, and Corinne Olsen, Secretary.
YLT/Ambassadors: Cheryl reported that high school teens can attend Teen Leadership Training (TLT) and select which TRY (Teens Reaching Youth) team they would like to participate in. A minimum of 3 teens have expressed interest; deadline for applications for TRY and registrations for TLT are due on Tues, Sept 15. One adult coach per TRY team is needed. TRY Teams will return to provide their commitment of sharing their information with at least 15 youth for 6 hours, through our 4-H Second Saturday workshops. Melba mentioned she had received the training for the TRY Lotion & Potions and she could help if needed. Anita will be required to submit a report within 2 weeks of the conclusion of TRY Teams. With the $100 scholarship for all attendees at TLT in Logan + $25 scholarship for SW Region Ambassadors, participants will be required to fulfill their obligations to remain in the Sanpete County 4-h program. There are also 3 other sites where the TRY training is occurring, free of charge, for those youth who prefer to go to Beaver, Ogden, or Price. Each TRY teams consists of 2-4 teens and 1 adult coach – all members of the teams must attend a TRY training.
Expansion & Review: Anita will be sending the survey to all families, in October, asking about their 4-H experience during the 08/09 4-H Year.
County Clubs: Birding 4-H Club is on hiatus until next spring; they had 2 displays in the fair that went on to State 4-H Fair. Rabbit 4-H Club: Matt will be the agent for all animals, large & small. Scrapbook 4-H Club will try to have schedule by Oct 1, online. GPS: Chad will continue mapping Spring City hydrants with 4-H’ers. Calan’s Crafty Crafters 4-H Club is on hiatus until summer. Gunnison Needlework 4-H Club ends Sept. Melba’s Hook & Needle 4-H club had 1 fair entry that went to 4-H State Fair; they will continue to meet.
Marketing/Promotion: Anita has received a new indoor sign for Sanpete Co Extension that will be hung on the back wall and will be visible from the front door. Anita will be meeting with Snow’s physical plant people to get the sign hung and a wall moved in the cubicles that will move Debbie’s office so she can be the receptionist at the new “front” entrance. Then Cheryl will move into Debbie’s current office and have more space.
Shirlyn Jones was the adult who taught modeling for the Sanpete County Fair; Shirlyn may be joining 4-H and attend Council meetings.
The 4-H website is still being worked on by Debbie and Anita – creating blogs for existing pages.
Sanpete County Fair: Melba stated that her husband was very impressed with 4-H space; particularly the special needs club and the Fun on the Farm new exhibit; he thinks 4-H is very important for kids; very impressed with quality of exhibits. 4-H parent Mrs. Fullmer told Anita her sons enjoyed the birding project; their displays went to State 4-H fair. The Fullmers organize the Fly-In at Mt. Pleasant airport and have invited 4-H to be part of the event next year. For the fair this year, there were several new families with exhibits and the quality of the exhibits was really exceptional, according to Anita.
Sanpete County 4-H schedule for 2009-10 4-H year was presented by Anita. The Sanpete Messenger is planning an insert in October.
YLT needs 2 hours to complete their work; request was made to expand YLT time to 11-1 . This expansion would require that the Council move to 1:00 pm Approved.
YLT’s Braille books service project was discussed in YLT meeting earlier this morning. The Braille books assignments have been given. YLT would like to perform for people in residential facilities; assignments were accepted and final decisions will be made at October YLT meeting.
The National 4-H slogan for 09-10 4-H year is “Meet the Future” but there is no logo. After discussion the decision was made to use 4-H for the Future. Anita made the motion; Karen 2nd. Approved.
Responses from today’s workshops were very positive. 30kids attended.
Anita said the staff would organize the appreciation event.
Voted to approve amount to spend for October workshops, Perform & Record; cheryl made a motion to allow $100; Karen seconded; approved.
In addition to the new $1 for 4-H’ers with a card and $3 for non-members, starting October 1, 2009, if kids have no 4-H card the fee will be $3. Reminder that kids under the age of 5 cannot be present at 4-H 2nd Saturdays – insurance requirement.
If the ad appears in the Pyramid, or other media, about 4-H without Anita’s permission, Anita will contact any media using the clover or 4-H name without permission; permission for the county lies with Anita, unless state 4-H approved.

1. Reports:

a. Financial Report- Went over current budget. Clarified JYC balance and how the money is divided (see attached).

b. Nominations & Elections committee: There were no nominations made. The executive team will have to appoint the leaders. Melba Reil is willing to be president again. Karen Poe is willing to be President-elect and Corinne Olsen is willing to be the secretary again.

c. YLT/Ambassadors Report-
They (Sarah Bartholomew, Calan Olsen, Steven Olsen, and Brent Watson) helped Melba with her workshop today. Parades went well. They passed out 4-H fans they had made.
The Sanpete County Fair parade is on the 29th at 5:00pm.
The Palmers will put on a play for the Autumn Park Assisted Living on Wed. @4pm and the
Boekweg’s and Shauna Spencer will demonstrate crafts at 10am.
Braille books are on hold until fall. Karen e-mailed the National Federation of the Blind to make him aware of this. Cheryl S. suggested that they use Scholl’s corn pads to help turn pages.

d. Expansion & Review Team report- Anita is working on survey for the fair. Joann
Christensen won the prize for filling out the survey.

h. Contests: Fashion Revue- August 29th @1pm (Hand-in clothing at fair and pick up clothes at noon and practice modeling)
State Contests- Approved unanimously a stipend of up to 50% of fee per person, NTE a total of $400 for the group with motion 1-Corinne and motion 2-Karen

Minutes of June 13^th council meeting approved unanimously with Motion1-Anita and Motion 2-Elizabeth.

1. Reports:

a. Financial Report- Went over current budget. Clarified that no one under five is covered by the insurance. We don’t have to pay any extra insurance if all the ones that attend are 4-H members. They are covered by the other insurance when they join 4-H and pay their $2.00. Discussed that if someone pays for the workshop because they are not a member, they have a week to hand in their paperwork if they want the $2.00 to go toward membership.

b. Nominations & Elections committee: Anita will advertise the need for 4-H Council officers in her e-news again. Anita mentioned that 4-H members are encouraged to be involved in an advisory group like city council, 4-H council, YLT, etc. This is part of the citizenship mandate criteria from the state.

c. YLT/Ambassadors Report- Steven reported that they made mini-fans at the meeting today to pass out at parades. Anayeli is going to make the poster for the parade. They will be in the Lamb Days parade on July 18^th (meet 8:30am at 4-H building/parade at 10am on the north end of main street) and the parades at Spring City (9:30am on the east side of 300 S.) and Fairview on July 24^th.

They also signed up to help Melba in her August workshop. Beading- Sarah Bartholomew Collage-Steven Olsen, Drawing-Ron Poe, Needlepoint-Brent Watson, Paper cutting-none, Watercolor-Erin Pipes

Braille books are on hold for a little while.

d. Expansion & Review Team report- 6 people have responded so far.

e. County Clubs: Birding/needlework-Melba reported that birding has 2 people and needlework has 8 people with a possible junior leader.

Rabbitry/dogs/goats- Not too many people at last 2 meetings. Concern that people aren’t aware about meetings. Cheryl has talked to Flo Yearsley about this but will talk to her again. Flo has taught them to show their rabbits and tattoo their ears.

Scrapbooking- Waiting until fall.

GPS- Will do the rest of Spring City in August.

Special Needs craft club- Has 16 members and is going well. New needlework club in Gunnison

f. Promotion: Got new USU Extension magnets for the car doors.

g. Sanpete County Fair: Fun on the Farm is going well. Channel 10 has been recording it step by step. We need to talk about fair security at the next meeting. Anita had the step fixed into the exhibit building. Need people to judge Juab fair on August 5^th.

c. Fundraisers- Suggestions made: fans, snow cones, rent tables, car wash, games at 24^th celebrations, sell leftover kits. Council members will check on regulations about selling at the celebrations throughout the county and at the fair. Could possibly give out fans at the county fair and ask for a suggested donation. It is $25 for booth at the county fair if you are a non-profit but you can’t sell anything.

d. JYC- Cheryl reported that we made $5802.32. However, $1092.42 was taken out of the Council fund that needs to be replaced. That leaves us with $4709.90. It was suggested that we take $3951.66 of that and put it in the JYC fund for next years food purchases. This amount came from the amount spent this year plus 10%. This leaves $758.24. 10% ($75.82) goes to the YLT fund. 20% ($151.64) goes to the Council fund. 70% ($530.78) goes to the funds for 4-H trips, activities, and awards. This plan was approved unanimously with Motion 1- Corinne and Motion 2- Karen.

Recited pledge of allegiance and 4-H pledge.

Minutes of May 9^th council meeting approved unanimously with Motion1-Cheryl and Motion 2-Karen.

1. Financial Report- Debbie presented the most current financial report. Insurance is needed to cover the kids that attend the monthly workshops. Anita Raddatz has signed us up for the American Income Life Insurance Co. Plan 3 (see attached) that costs $0.23 per kid per event per day. Debbie was unsure if this included the kids already in 4-H or if it was just for those not signed up for 4-H. Discussion on how we should pay for this. One option is to charge for workshops regardless if you are in 4-H or not. Need to ask Anita more details on this so decision was left for next meeting. Approved $25 ($5.00 more than previous $20 approval at previous meeting) for the plant workshop that was held today. (Motion 1-Karen, Motion 2-Corinne)

2. Website update: Videos of contests should be put on the website with a link in the near future.

3. JYC- Debbie is in charge of Maverick sack lunches and the Monday night meal with barbecued turkey. Jim & Mary Yearsley are going to do the barbecued turkey meal with dutch oven potatoes, ice cream w/cobbler, punch, and salad. We will get around a $5 profit per person for this meal. Karen Poe was put in charge of getting bins if we wanted to recycle cans or bottles. There is a kid that will be attending JYC that can’t have gluten so Cheryl will send the menu to their mother and find out what they can eat. Adults will do the Wednesday lunch meal (no kids will need to help) due to parents of JYC kids trying to take a lunch for themselves. Cheryl and Elizabeth Hveem are in charge of the rest of the JYC meals. 190 kids are signed up for JYC.

5. “Formula for Success” program: Cheryl and Anita are working on it. It will involve earning patches. They will bring it to us for explanation when it is finished.

Meeting called to order by Melba Riel at 12:25pm.

Gave Certificates of Achievement and pins to outgoing and incoming county and region ambassadors. Anita emphasized importance of being an ambassador and giving input in meetings.

Minutes of April 8th council meeting approved unanimously with Motion1-Karen and Motion 2-Cheryl.

1. Financial Report- Anita showed us the current financial report. Karen needs popcorn for June workshop. There is not a line item for “Fun on the Farm” yet because the deposits haven’t been made. “Fun on the Farm” has had $785.00 in donations thus far.

2. Website update: In the near future, the website will contain various links you can go to for different information. The Talent and Demo. Contests will be put on there. They have been broadcast on Channel 10.

3. JYC- Approved a stipend of $250 total (up to 50% of the fee) for JYC attendees with motion 1-Anita and motion 2-Elizabeth. Passed around sheets to help with JYC meals. Melba will help on Mon. and Wed. YLT also signed up in their meeting in a minimum for 4 slots.

4. Inventory: Cheryl gave us a copy of the completed inventory (see attached).

5. Reports:
a. Nominations & Elections committee: Anita will advertise the need for 4-H Council officers again in her e-news.

b. YLT/Ambassadors Report- Cheryl and Elizabeth will be the mentors for the YLT and ambassadors. The YLT and ambassadors will walk in the Scandinavian Parade. They will have a booth, also. They had there first meeting today and gave them folders and explained their responsibilities.

c. Expansion & Review Team report- Anita will report results of survey at next meeting.

d. Service: Cheryl Bartholomew said that YLT will be making books with foam cutouts and braille for the National Federation for the Blind. Karen said that the rain sticks will be given to South Sanpete School District to be distributed. There will probably be some leftover to give to the North Sanpete preschool.

e. County Clubs: Birding/needlework-Melba reported that they have had their first birding field trip and will make bird feeders next week. She now has 5 in her Mt. Pleasant needlework club and 6 in her birding club. Some in her needlework club are ready to start doing a project.

Rabbitry/dogs/goats- Going well. Next meeting on Wed. at 4pm

Scrapbooking- Undergoing changes.

GPS- 2/3 of Spring City’s fire hydrants are mapped out. There are 3 N-S roads left. They will finish it in June and present it to the city in August or September.

Special Needs craft club- Probably start the third week in June on Tuesdays and Thursdays from 10-noon.

f. Promotion: Karen and Ron have made a promotional flyer to be distributed to county middle schools and high schools. Bookmarks are in libraries, city halls, some senior centers, and in the “Bread Box”.

g. Workshops:
June 13th - Plant science –Karen will do a class on corn. Elizabeth may help.
Matt Palmer will help. $20 approved unanimously with Motion 1-Karen and Motion 2-Corinne.

4-H COUNCIL MEETING for April 8th, 2009

Meeting called to order by Melba Riel at 4:53pm.

Minutes of March 14th council meeting approved unanimously with motion 1-Karen and motion 2-Anita.
1. Financial Report-Current financial report presented by Debbie. There will be some changes made when they take the sticks back and get heavier sticks for Karen Poe’s project. They are waiting for leather samples from Tandy Leather.

2. Executive Team minutes: Copies passed out to those in attendance and used as the agenda.

3. Website update: Anita is going to hold a blogging class for Debbie Lambson, Matt Palmer, and Cheryl Bartholomew. They are in the process of adding blogs to the 4-H website. They joined Flicker so they would not be limited on the amount of pictures they could use on the website. It cost $25.00 for a year.

4. Reports: a. Nominations/elections committee: Karen said that there was no response so far. Corinne said that she would be willing to continue as secretary. Corinne suggested that Cheryl call Elizabeth Hveem to help with county ambassadors.

b. YLT/Ambassadors: Cheryl and Anita will mentor the region ambassadors. They are looking for a parent to help them.

c. Service- Karen didn’t get anywhere with the National Federation for the Blind. They were not very helpful. Ron Poe made over 50 rain sticks from the supplies left from the music workshop. They looked great and they will be distributed to schools in the county.

d. Expansion and Review- Anita will send out the survey on the first of May and they will be due at the end of May. There will be additional and more specific questions than was on the last survey. This will be sent to volunteer leaders.

e. County Clubs: Birding/needlepoint-Melba reported that things are going well. She has 4 in her Fairview club
and 4 in her Mt. Pleasant club so far. However, she reports that she may
be add a location.
Rabbitry/Dog/Goat- Flo Yearsley reported that they had a meeting today & 17 members signed
up.
Scrapbook-Cheryl reported that there are 7 members in Spring City and 2-3 here. Cheryl would
like to do a scrapbook camp this summer.
GPS- 6 kids went Saturday and almost finished mapping Spring City’s fire hydrants. They will
meet again on the second Sat. of May from 9-11am to finish. The plan is to finish and
present the map to Spring City in June.

f. Promotion/marketing: Anita met with Suzanne Dean from the Sanpete Messenger today. We will be putting a 1”x2” ad in the paper twice a month (every other week). It will list the 5 topics-Science, Technology, Healthy Living, Engineering, and Citizenship. The website will be on the bottom of the ad. Suzanne will give us a 30% discount and if it is paid before print there will be another 10% discount. It will cost $28/month less 40%. Anita wants us to have an ad in the Fair, Election, and Home & Garden inserts that the Messenger does. The nice thing about these inserts is that they go to every home in the county. The Home & Garden insert costs $150.00 for ¼ of a page. There will also be a 27 sec. commercial on Centra.com (channel 10) that will be free of charge if Anita makes the commercial.

g. Sanpete County Fair: Anita would like to find a way to divide the exhibit building in half so that we could keep our side open longer. Cheryl has panels that may work for this. Calan Olsen is organizing a project called “Fun on the Farm”. It is a series of buildings that will be located in the county fairgrounds. Children will participate in various activities like: collecting eggs, feeding chickens, milking a cow. At the end they will market their goods, get play money, and trade it into the store for a treat (apple, string cheese, etc.) Calan would like to set up an account through 4-H where people could send in donations to complete this project. Account approved unanimously with motion 1-Karen and motion 2-Cheryl. Checks would be written to Sanpete County 4-H and Debbie would add new line item to budget and keep track of the money coming in and out. Next county fairboard meeting April 20th 8pm.

Audience members will be given a comment checklist to fill out. No judges.
No 1st, 2nd, 3rd. Everyone will receive an Awards of Excellence.

b. Installation of new ambassadors: Will be done at May 9th council meeting. Could give them a pin, t-shirt, etc. Will plan something nice to honor ingoing and outgoing.
c. Inventory of backroom will be done in May.

3. Website update: Anita & Debbie Lambson are checking on how to put more photos and videos on the website. They have to stick to the USU extension template. They are checking on the availability of a template to do this. Also, Matt’s agriculture site has not been used but will be in the future. They will probably go to using more blogs.

4. Service: Cheryl Spencer told the council that the National Federation for the Blind is always in need of people to read textbooks and other books onto tapes. This may be a service that the ambassadors or YLT groups could do. Karen Poe will look into it on the internet. Cheryl also suggested that the YLT could maybe help read to kids during story hour at libraries or possibly during National Literacy month for a service project. 4-H information (contests, workshops, etc.) could be placed on a bookmark that is given to the kids at the story hour.

5. Promotion: Anita is going to concentrate on marketing. Ideas discussed: a weekly small ad in newspapers with clover and website address, making a power point, booth at Back to School nights, starting a “Friends of 4-H” organization, assemblies in schools, visiting classrooms, bookmarks to be put in libraries, Anita on radio table talk every 3rd wed., weekly column in pyramid, radio ads, city council meetings, etc.

11. Ambassadors: Revised scorecard and addendum presented by Anita. Applications due April 1st and new ambassadors installed on May 1st.

12. Above and Beyond Pin Award Applications: Anita presented revisions made to application and was approved unanimously with Motion 1-Karen and Motion 2-Melba. (see website for approved pin application)

13. Birding club: Melba wanted to buy some Birds of Utah pamphlets ($3.50 each) for her club out of the 4-H Council fund. Children attending her club will each buy one so the money will eventually come back into the fund. Approved unanimously with Motion 1-Corinne and Motion 2-Karen.

14. Selection committee for scholarship & ambassador selection: Melba, Anita, Debbie, maybe Matt Palmer or Mark Oakley will meet on April 16th, Thursday, at 9:30am to look over the scholarship & ambassador applications and pick winners. Next Exec. Team meeting same day @10:30am.

Approved unanimously with the following changes: “Signature of mentor” instead of just “Signature”, added “Assist @ 2nd Sat. county workshops” with 5-15 points possible to first points section, and changed “Plan/facilitate a county contest” to “Plan/facilitate a county contest/event” in the bonus points section.

4. Update of State 4-H contests- The food contests are changing. The new ones are up on the utah4h website. Anita will find out about what contests are going to be offered at region and state contests before we decide what contests we will do on the county level. Anita will also do an introduction to the contests at 9:30am on Feb. 14th to interested parents. We will investigate the interest in the various contests before we decide which ones to offer.

5. Workshops:

1. Financial Report- Anita presented the new expense plan form (see attached). Changes were made: 1. “Funding for Youth Trips and Awards” was changed to “Funding for Youth Trips, Activities, and Awards”, 2. “Funding for Youth Projects” was changed to “4-H Council Fund”. Expense plan with changes above approved unanimously with Motion 1-Cheryl and Motion 2-Corinne

2. Executive Committee minutes: Reviewed what was discussed in Executive Committee meeting on Nov. 18, 2008 where Anita, Melba, and Debbie Lambson were in attendance. See Executive Team minutes. Next meeting Dec. 19th at 9:30am in Anita’s office.

3. Website update: Anita reported that Debbie and her worked all day on a Sunday to add information to the website and changed some of the wording. They are still working on how to get it so that it can run videos. We have to follow Utah State rules. If this doesn’t work, Anita will make a blog where we can put videos of contests, etc. New website address was approved on Thursday but has not been officially changed. New address: 4hsanpete.usu.edu.

4. Update of State 4-H contests- The food contests are changing. The new ones were on the state website but errors were found so they have been taken off and will be put back on when the errors are fixed. Only the food contests are changing so far. We will talk about it further in our next meeting.

5. Workshops: Anita said that the building has been scheduled but will double
check.

7. Fundraising: Any fundraising needs to be for legitimate and specified projects and have to be approved by the 4-H council.

8. 4-H Volunteers: Discussed need for volunteers.

9. Scholarship Application: Revised scholarship application (see scholarship application on website) was reviewed and unanimously approved with Motion 1- Anita and Motion 2-Corinne. It will be put on our website. 2009 applications due to 4-H office on March 2, 2009.

10. Expansion and Review Meeting- Will now be held 3 times a year. Anita presented the revised letter that will be sent to those invited to the meetings. The letter will be signed by Melba Riel and Gary Anderson. The letter was approved by Gary Anderson. First meeting Jan. 13th, 2009 from 1-2pm on west campus Snow College.

4-H COUNCIL MINUTES
for November 8, 2008

Meeting called to order by Melba Riel at 12:30pm

Those in attendance: Melba Riel, Anita Raddatz, Karen Poe, Lexi Bost, Corinne Olsen, Darrel Olsen

Minutes of Oct. 6th meeting read by Corinne Olsen

Minutes approved unanimously with Motion1-Anita and Motion 2-Karen with 2 corrections: (1) Added Lexi Bost to those attending and (2) changed the date of next meeting to Nov. 8th at noon.

1. Executive Committee minutes: Reviewed what was discussed in Executive Committee meeting on Oct. 30, 2008. Discussed changes made to the bylaws and reasons for it.

2. Bylaws: With Motion 1-Corinne and Motion 2- Karen, revised bylaws were approved unanimously.

3. Website update: There will be some changes on the categories that are listed. There will be a page for each committee (example: 4-H council, Project Committee, Cloverbuds, etc.) listed under 4-H. Then, there will be subheadings like: minutes, agenda, etc. They will try to have these changes up by the end of the week.

4. 4-H advertisement in newspaper: Karen brought up the issue of the Ad Agency that is advertising and getting sponsors on behalf of 4-H in the local papers on National 4-H Week. He is not affiliated with 4-H and should not be doing it. He has done it in the past and also does it to other organizations like Boy Scouts. He was reported to the state office last year and this year by our office. They turn it into the National 4-H.

5. Grant: Anita informed us that the new volunteer grant she had been working on was denied. They were not giving any money out for grants due to budget cuts. They did agree to continue to give money to the region ambassadors for their program because the program affected more than a county.

6. Inventory of back room: Anita is planning on doing a detailed inventory of what is in the back room by the next meeting. This inventory list will be given to volunteers planning workshops and other activities so they will be aware of what we already have. We will encourage them to try and use the items we have first since we don’t have a grant so far that can pay for workshops/activities.

7. Achievement Night: Everything is on schedule. Anita will be in charge of decorating with the help of volunteers. Postcards to 4-H members have been sent out. They will also be reminded through email.

8. Calendar of 4-H Council responsibilities: (see attached) Corinne made a calendar from the revised set of bylaws that lists what needs to be discussed throughout the year by the 4-H Council. Those in attendance received a copy and were encouraged to look it over and see if anything was missed.

9. Suggestions for workshops: Karen mentioned that at the October workshop on the science initiative there were unprepared presenters. She suggested that it was important to practice the projects before doing them with a large group to make sure you know how to do them. Anita suggested that we provide participants of workshops with a copy of a Project Report Form specific to what is learned in the workshop.

10. Workshops: Melba suggested that we plan the January and February workshops since our Cloverbud Committee is not in place yet.
January will be a New Year Kick-Off with 4 classes of 35 minutes each with 5 min. in between classes. (9-9:30 am registration and classes from 9:30am-12:05pm). The classes will be different topics. Suggestions included: using the fusible beads in the storage room, getting Willie the Clown to come and teach about clowning, Karen Poe giving a demonstration about Native American culture, and Melba teaching needlework. Corinne will check with Willie the Clown to see if that is a possibility. There will be a letter sent out to volunteers to request help with the classes and they will fill out a form to help us to know what they would like to do.
February will be a Junior Master Gardener workshop done by the Darrel and Corinne Olsen family.

11. New Agent Grant- used for Anita’s TV show and teaching children to demonstrate how to cook a dish.
